
Shirley is a highly experienced Registered Nurse in Learning Disabilities (RNLD) and MBA-qualified healthcare leader, with more than 40 years of experience across the NHS, social care, private sector, and independent healthcare sectors.
After qualifying in 1987, Shirley began her career as a Community Nurse in Birmingham, developing a strong commitment to person-centred care and improving outcomes for vulnerable people. She went on to hold a number of senior leadership positions across community and hospital services before moving into the private sector, where she helped develop innovative Supported Living Services for adults with learning disabilities, mental health needs, and complex behaviours.
Shirley later held a range of executive leadership roles, including Chief Executive Officer of a specialist organisation supporting older adults with complex neurological conditions. Following her retirement in 2024, she remained active in the sector through advisory and charitable work.
Having known Park Homes for many years, Shirley was delighted to join the organisation as Chief Executive Officer in November 2026, bringing a wealth of experience, strategic leadership, and a passion for delivering high-quality care and continuous service improvement.

Robert Stafford qualified as a Registered Mental Health Nurse (RMN) in London in 1984 and has remained on the Nursing and Midwifery Council (NMC) register throughout his career. During the first 30 years of his career, Robert worked extensively within secure psychiatric services, developing considerable expertise in mental health care, clinical leadership, and service delivery.
In 2010, he transitioned into the care home sector, bringing his extensive knowledge and experience to the provision of high-quality elderly care. Robert joined Park Homes as Development Director in 2020, following a successful decade with Orchard Care Homes. Since joining the organisation, he has played a pivotal role in securing the acquisition of Community Integrated Care’s Older People Services and supporting the successful implementation of key operational systems, including PCS, eMAR, and CoolCare.
Today, Robert works closely with the CEO, Managing Director, Regional Managers, and Home Managers, providing strategic and operational support to ensure the smooth day-to-day running of the business and the continued delivery of outstanding care across the group.
